The Manitoba Liberals have announced their party’s plan to beef up the consequences for first-time youth offenders with a back-to-basics approach that would see first-time youth offenders make restitution in their communities. The Liberals’ Community Justice Plan would expand Community Youth Justice Committees across the province as a third option to deal with first-time offenders.
