Liberal Leader Dr. Jon Gerrard announced on Friday a proposed deal for post-secondary students in Manitoba that would restore and improve up-front bursaries and grants, increase core funding to universities and colleges, and put in a new cap on increases to all post-secondary student fees in the province.
