Starting January 1, 2019 the HEB Manitoba Disability and Rehabilitation (D&R) Plan will expand to include all part-time employees. This is good news for part-time workers as it means they will no longer have to work a minimum of 15 hours per week to be eligible for coverage.

Part-time employees are automatically eligible to enrol in the D&R Plan unless they:

  • Previously opted out of the Plan,
  • Were denied coverage due to Evidence of Insurability,
  • Have not completed the required Evidence of Insurability,
  • Are part of an employee group that doesn’t participate in the Plan,
  • Are age 64 and eight months or older, or
  • Work on a casual basis.

The D&R Plan replaces a portion of a worker’s income if they are unable to work because they have been deemed Totally Disabled as defined by the Plan. Participation in the D&R Plan is mandatory and a condition of employment for all eligible employees.

All part-time employees will receive an enrolment form from HEB Manitoba or their employer. This form must be completed, signed and returned to HEB Manitoba by the date indicated.

Premium Rate Reduced

In addition to expanded coverage, HEB is also reducing the D&R premium rate from 2.3% to 2.2% effective January 1, 2019.
